With reference to your Circular despatch of
the 15th February, 1921, I have the honour to forward for
your consideration and approval five copies of a draft Bill
which it is proposed to introduce in this Colony as
legislation reciprocal to the provisions of the Administrat-
-ion of Justice Act, 1920, Part II.
2. The marginal notes to the clauses of the Bill
give references in each case to the sections of the Act from
which the particular clause is taken, and the Objects and
Reasons appended sufficiently explain the subject matter of
the Bill.
3. Apart from the differences between the Act
and the Bill which are due to the reciprocal nature of the
legislation, the following points in the Bill require
comment:-
(i) The Short Title of the Bill is adapted from the
Maintenance Orders (Facilities for Enforcement)
Act, 1920, forwarded with your Circuler despatch
of the 8th October, 1920.
(ii) In clause 5 of the Bill it has been thought advisable
to constitute the Chief Justice the rule-making power, and, following section 32(1) of the Supreme Court Ordinance, 1873, (No.1 of 1873), to provide
